David Hanson’s robots can creep people out. Cell phone owners will be allowed to break software locks on their handsets in order to use them with competing carriers under new copyright rules announced Wednesday. Other copyright exemptions approved by the Library of Congress will let film professors copy snippets from DVDs for educational compilations and let blind people use special software to read copy-protected electronic books.

Three laptops containing payroll details for London’s Metropolitan Police have been stolen from LogicaCMG, a British IT services company. The burglary took place on Thursday evening, but was discovered by staff at Logica’s London offices on Friday morning. Approximately half of the Metropolitan Police’s employees are thought to have been affected. The police force is in the process of notifying its workers of the theft.

Web sites that publish inflammatory information written by other parties cannot be sued for libel, the California Supreme Court ruled Monday. The ruling in favor of free online expression was a victory for a San Diego woman who was sued by two doctors for posting an allegedly libelous email on two Web sites. Some of the Internet’s biggest names, including Amazon.com, America Online, eBay, Google, Microsoft, and Yahoo, took the defendant’s side out of concern that a ruling against her would expose them to liability.
